BRUSSELS / RankWire.AI / – On March 15, the European Commission approved the comprehensive deployment plan for the IRIS² satellite constellation by finalizing an expanded implementation agreement with the SpaceRISE consortium. This historic multilateral contract incorporates an additional 66 Low Earth Orbit satellites into the system, increasing the total fleet to 348 satellites aimed at providing sovereign, high-security communications across Europe and beyond.

SpaceRISE consortium signs deal with EU to expand IRIS2 satellite network
Sovereign space systems support critical communications during international emergency crises.

According to the revised terms, the core satellite network will expand from 282 planned units to 348 operational spacecraft. The updated architecture combines 330 satellites in higher low Earth orbit with 18 satellites in medium Earth orbit, with optional orbital slots reserved for specialized missions. The agreement clarifies the definitive timeline for satellite manufacturing, launch procurement, secure ground segment development, and operational connectivity services. The plan envisions initial satellite launches starting in 2029, enabling early sovereign connectivity for member states shortly thereafter.

This decision to enlarge the satellite constellation directly responds to rising security needs and evolving defense operational requirements within Europe. The updated design enhances the baseline satellite hardware with technical improvements, while adding a dedicated layer of 66 low Earth orbit satellites tailored for defense agencies, national security bodies, and emergency responders. Technical assessments indicate that this expansion will boost secure governmental communication capacity by 60 percent within EU borders and by 54 percent worldwide, strengthening regional capabilities during emergencies and crises involving critical infrastructure.

EU Commission Signs Contract to Broaden IRIS2 Satellite Network

The SpaceRISE consortium, managing the main development activities and a 12-year operational license, includes major European satellite providers such as SES, Eutelsat, and Hispasat. The public sector partnership is closely coordinated with the European Space Agency, which offers engineering expertise and launch support. Manufacturing duties are distributed among leading European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, with additional telecommunications firms Orange and Deutsche Telekom participating in the program.

Funding for the expanded satellite system relies on a public-private partnership model that combines EU budget allocations, national contributions, and private sector investments from consortium members. Several member states have already begun formalizing financial commitments for long-term deployment spanning 2028 to 2034. Official government records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced investments ranging from 1.6 billion euros to 2 billion euros, with additional national agreements under negotiation.

Technical Enhancements Elevate Government Security by Sixty Percent

This expanded system will also serve non-EU nations such as Norway and Iceland through specific administrative agreements. As the third major space initiative led by the European Union after Galileo and Copernicus, IRIS2 aims to deliver high-performance, tamper-proof communication services to public authorities while reducing digital gaps in remote areas. The network will operate with military-grade encryption over dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

As manufacturing kicks off across European facilities, the European Commission and SpaceRISE will oversee phased milestones leading to initial orbital tests. This agreement ensures that the EU continues to expand IRIS2, reinforcing strategic independence by establishing a resilient, European-controlled orbital asset capable of supporting civil protection, defense, and commercial digital services for decades to come.
